In the medical/biological sciences this has not been true to the same extent. Recently there is a new player: webmedcentral.com. I deposited my paper on the Atkinson-Shiffrin model there a few weeks ago since I gave up on publishing it in a regular journal - nobody wanted it. Atkinson and Shiffrin were both invited to review it. When I ask who is behind this effort I receive this answer: "Many thanks for your support to our venture. Please refer to our FAQs for answers to your questions. We have no affiliation to any major publishing house. We will soon have an advisory board for WebmedCentral. Please bear with us. "Regards, "The WebmedCentral Team" The domain is hosted in Clifton, NJ but the registration is private so the name of the domain owner is not available. I wonder who is WebMedCentral.com?
